The problem isn't that they are reporting a crime; the problem is that they are reporting the same crime, over and over and over again, to the point that they won't do anything else. Specifically, they won't move the corpse away, so the cycle never stops.

Assuming you chose dwarves with good stress-resistant personalities for your soldiers, they'll hopefully get desensitized before going crazy. Once they're desensitized, you're home free.

WebDwarves won't gather refuse from outside by default. Which is why you need to turn that option on via the [o]rders -> [r]efuse -> [o]utside option mentioned above.. Now your dwarves are going to collect most everything, and take it to your refuse pile.
